As part of the Second El Sobrante Landfill Agreement, approved by the Board of Supervisors in 1998, the Administrative Review Committee and the Citizen Oversight Committee were formed.

The ARC reviews annual status reports and proposed changes to the landfill operation or development plan, discusses landfill related topics, and prepares an Annual Report to the Board of Supervisors and COC, documenting the conformance status of USA WASTE with the conditions and mitigation measures imposed on the El Sobrante Landfill.

The COC reviews annual reports, administers the local mitigation trust account, and discusses landfill related topics. Meetings occur the second Wednesday of March, June, September, and December. Meetings start at 10am, and are held at the Temescal Valley Water District Board Room: 22646 Temescal Canyon Road, Temescal Valley, CA 92883.
